Neighbourhood Plan


The Holme Valley Neighbourhood Development Plan (NDP) was formally made on 8th December 2021 following a successful public referendum on 4th November 2021 where nearly 85% voters were in favour.  As a result, the Holme Valley Neighbourhood Development Plan now forms part of the development plan for the Holme Valley Parish area alongside the Kirklees Local Plan.

We are delighted that the local community resoundingly endorsed the policies within the NDP and we look forward to its use helping shape the planning decisions in our Holme Valley area.  Thank you to all those who engaged in the process during its creation, nearly 4000 people who took the time to vote and the members of the Steering Group who worked so hard to shape local aspirations into meaningful planning policies.

The Holme Valley is the first area within Kirklees Local Authority to successfully establish a Neighbourhood Development Plan and we welcome the opportunity to amplify our local community’s voice in planning decisions in our area.

What is the Neighbourhood Development Plan (NDP) and how has it been developed?

The NDP gives local people more say in how developments should take place in the Holme Valley, and following its adoption, its policies are part of the Kirklees Development Plan and the Peak District National Park Authority Planning Policies (for the area which falls within the Peak District). 

It was developed from inception in 2015 through to success at public referendum in 2021. A Steering Group of parish councillors and community group representatives was set up in 2016 and developed this plan from extensive research, community consultation and specialist expertise. We have sought public input throughout its development, with informal consultation in 2017 and again in 2018 when we sent every household a summary booklet outlining the proposed vision, objectives and policies in the NDP called ‘Your Valley, Your Voice’. This was followed by our formal Regulation 14 consultation in 2019, updates to a Submission version in 2020 and then review and modifications by an Independent Planning Examiner in 2021.  The final step was its consideration by local people at a public referendum on 4th November 2021, at which it successfully secured nearly 85% votes cast.
